Is C11-13 Alketh-9 vegan?

C11-13 Alketh-9 (formerly C11-13 Pareth-9) is a polyethylene glycol ether of a mixture of C11-13 fatty alcohols containing an average of 9 moles of ethylene oxide. It is used as a surfactant and emulsifier in cosmetics.
