Is Oleth-3 vegan?

Oleth-3 is a nonionic surfactant produced by ethoxylation of oleyl alcohol with an average of 3 moles of ethylene oxide. It is used as an emulsifier and solubilizer in cosmetics; oleyl alcohol may be derived from plant oils or animal fats.

An ingredient is considered vegan if it contains no animal-derived components at any point in its production.
