Is Hydroxypropyl Starch vegan?

Hydroxypropyl starch is a modified starch produced by reacting native starch with propylene oxide, introducing hydroxypropyl groups. It is used as a thickener, stabiliser, and film-forming agent in food and cosmetic applications.
