Is PEG-12 Tallate vegan?

PEG-12 Tallate is produced by ethoxylating tall oil fatty acids (derived from pine tree processing, often blended with animal tallow-derived fatty acids) with an average of 12 moles of ethylene oxide; used as a surfactant in cosmetics.
