Is Polyoxyethylene (8) Stearate vegan?

A polyoxyethylene ester of stearic acid produced by the reaction of stearic acid with 8 moles of ethylene oxide. Used as an emulsifier and surfactant in food and cosmetic formulations; the stearic acid may be of animal or plant origin.
