Is PPG-4 Oleth-10 Dimethicone vegetarian?

A silicone-based polymer combining polypropylene glycol, an ethoxylated oleyl alcohol ether (oleth-10), and dimethicone, used in cosmetics as a skin- and hair-conditioning agent. Oleth-10 may be derived from oleyl alcohol of either plant or animal origin.
