Is Silicone Quaternium-22 vegan?

Silicone Quaternium-22 is a synthetic reaction product of coco fatty acids, N,N-dimethyl-1,3-propanediamine and epoxy-terminated phenyl silsesquioxane siloxanes, typically presented as lactate salts. It is a silicone-based conditioning agent; the coco fatty acid component is plant-derived, though quaternized amine derivatives can sometimes involve non-vegan processing aids.
